ELMER - Easier and More Efficient Reporting

European eGovernment Awards Finalist 2009ELMER – easier and more efficient reporting – has been adopted as the user interface guidelines for public forms on the internet. These guidelines have been drawn up on assignment from the Ministry of Trade and Industry and are managed by the Brønnøysund Register Centre. From the summer of 2009 ELMER is also the Norwegian government IT standard for public forms for the private sector.

The ELMER guidelines will help to ensure that public form production is up to the opportunities and challenges of electronic form-based communication in a comprehensive and user-friendly way. The ELMER guidelines are the foundation on which Altinn is developed. The goal is that all public forms will use a common user interface.

About the ELMER guidelines

The textbook “Skjemavett på Internett - veileder til ELMER og andre tips om brukervennlig skjermdialog” (Doing forms on the internet - guide to ELMER and other tips about user friendly form dialogue) (Kommuneforlaget, 2007, NOK 380) reviews each of the 15 sets of requirements in the guidelines. The author and the publisher have made parts of the book available for free, as individual pdf documents for each set of requirements. These chapters give specific and thorough help in understanding and interpreting individual rules.

ELMER Course
  • "Skjemavett på Internett" - (Doing forms on the internet) - The Brønnøysund Register Centre gives courses in using the ELMER 2 guidelines for user interfaces in internet forms. Contact the course centre for more information about when the next course will be held.

The pilot work on ELMER started in 2000, and the final guidelines were adopted in 2006 (ELMER 2). The guidelines underwent a minor revision in the spring of 2009 with the introduction of ELMER 2.1.
