Daily fines (coercive fines) for beneficial owners
Last updated: 20 April 2026.
Organisations receive a notice in Altinn giving them three weeks to register the required information before the daily fines start.
An organisation can be subject to daily fines for two reasons:
- it has not registered its beneficial owners for the first time
- it has been notified about possible errors in the register and has not submitted a new form
How much can an organisation be fined?
Daily fines are calculated as follows:
- NOK 672.50 per day for the first 8 weeks
- NOK 1,345 per day for the next 10 weeks
- NOK 2,017.50 per day for the following weeks
The fine increases each day until the registration has been approved or the business is struck off the Register of Business Enterprises.
The Collection Authority in the Norwegian Tax Administration sends invoices on behalf of the register after 8 weeks, 18 weeks, and then every 10 weeks. If you have questions about the invoice or payment, you must contact them.
