Exempt from fees
Registration of some types of organisations is free if they are only registered in the Central Coordinating Register for Legal Entities. This applies to:
- associations and clubs
- youth enterprises
The Central Coordinating Register for Legal Entities only
Registration of organisations that are only to be registered in the Central Coordinating Register for Legal Entities costs NOK 2,181 if submitted digitally and NOK 2,746 if submitted on paper. This applies to:
- other estates
- other individuals registered in an affiliated register
- other non-body corporates
- other body corporates
- The Church of Norway
- condominium flat owners
- sole proprietorships
- county municipalities
- municipalities
- bankruptcy estates
- joint offices
- Norwegian-registered foreign businesses
- the state
- foundations
- joint ownership according to the law of property
- unit trusts
Limited liability, the Central Coordinating Register for Legal Entities and the Register of Business Enterprises
The initial registration of organisations with owners with limited liability costs NOK 6,825 if submitted digitally and NOK 7,912 if submitted on paper. These organisations must be registered in both the Central Coordinating Register for Legal Entities and the Register of Business Enterprises. This applies to:
- private limited companies
- public limited companies
- house building cooperatives/housing cooperatives
- European companies
- health enterprises/regional health enterprises
- limited partnerships
- co-operatives
- companies with limited liability
- public corporations
Owners with liability, the Central Coordinating Register for Legal Entities and the Register of Business Enterprises
Registration of organisations with personally liable owners that are to be registered in both registers costs NOK 3,883 if submitted digitally and NOK 4,398 if submitted on paper. This applies to:
- general partnerships and jointly owned shipping companies
- county municipal business enterprises
- mutual insurance companies and pension funds
- inter-municipal companies
- municipal business enterprises
- savings banks
This also applies to the following types of organisations when they are registered in both registers:
- condominium flat owners
- sole proprietorships
- associations and clubs
- Norwegian-registered foreign businesses
- foundations
Subsequent registration in the Register of Business Enterprises
If you are already registered in the Central Coordinating Register for Legal Entities and need to be registered in the Register of Business Enterprises as well, the fee is NOK 3,185 if submitted digitally and NOK 3,700 if submitted on paper. This may apply to:
- condominium flat owners
- sole proprietorships
- associations and clubs
- Norwegian-registered foreign businesses
- foundations
Registration options
There are several options for registering a new organisation digitally.
Some organisation types can only be registered by using a paper form:
- European companies
- mutual insurance companies and pension funds
- health enterprises
- Norwegian-registered foreign businesses
- companies with limited liability
- savings banks
Most changes to organisations can be registered free of charge.
However, some changes in the Register of Business Enterprises are subject to a fee. These cost NOK 1,276 if submitted digitally and NOK 2,509 if submitted on paper. This applies to:
- change of partners
- change of liability share
- withdrawal of a partner
- mergers, demergers and relocation plans (one fee per company)
- reduction of share capital
- change of name, including changes due to a conversion
- prospectuses
How to register changes
There are several options for registering changes digitally.
Some organisation types can only be updated using a paper form:
- European companies
- mutual insurance companies and pension funds
- health enterprises
- savings banks
Dissolution and striking off are free of charge in both the Central Coordinating Register for Legal Entities and the Register of Business Enterprises.
How to register dissolution and striking off
There are several digital options for submitting a request for dissolution and striking off.
Some organisation types can only be struck off by using a paper form:
- European companies
- savings banks
Registration of mortgages and other legal rights
Registration and changes in the Aquaculture Register cost NOK 1,450 per licence for:
- registration of a security interest
- registration of a transfer
- increase
- renewal of registration, subordination of priority and transfer
Devaluation and deletion are free of charge.
Registration of a marriage settlement and court judgments on division of property costs NOK 1,417.
Deletion of registered documents is free of charge.
Registrations and changes in the Register of Mortgaged Moveable Property cost NOK 983 if submitted digitally and NOK 1,417 if submitted on paper. This applies to:
- security interest on a motor vehicle
- leasing agreement
- security interest in operating equipment
- security interest in inventory
- security interest in vehicles, construction machinery and railway equipment
- security interest in fishing equipment
- security interest in agricultural moveables
- security interest on outstanding claims (factoring agreement)
- private seizure bans
- right of redemption in favour of a closely related party
- decision on administration of assets
- renewal of registration, subordination of priority and transfer
- bulk transfer
Registration of other legal rights, devaluation and deletion are free of charge.
Registration options
You must have a system especially designed for registration and processing of data (machine-to-machine) in place
Bulk assignments can only be carried out digitally.
Some services are only available using a paper form:
- private seizure bans
- right of redemption in favour of a closely related party
- decision on administration of assets
- renewal of registration, subordination of priority and transfer
Other registrations and submissions
It costs NOK 500 to register an alternative therapist. After that, the fee is NOK 300 per year to remain in the register.
It costs NOK 5,000 to register in the EMAS register. After that, the fee is NOK 3,000 per year to remain in the register.
Re‑registration also costs NOK 5,000.
It is free of charge to register in the Register of Non-Profit Organisations.
Reporting of beneficial owners is free of charge.
If you do not report information about the beneficial owners within the deadline, daily fines will be imposed with no maximum limit.
Opting out of direct marketing is free of charge.
Submitting the annual accounts is free of charge.
If you do not submit the complete annual accounts by the deadline, a late filing penalty will be imposed. The fee increases gradually up to a maximum of NOK 69,940.
