The Grassroots share programme

The Grassroots share programme allows players at Norsk Tipping to donate a part of the stake to a non-profit organsation.
Registration in the Register of Non-Profit Organisations is a prerequisite for receiving funds through the Grassroots share programme.
First, you have to make sure that your organisation is registered in the Central Coordinating Register for Legal Entities before applying for registration in the Register of Non-Profit Organisations.
Who can participate in the Grassroots share programme?
- the activity must be operated only at a local or regional level within a limited geograhpic area to be eligible for funding from the Grassroots share programme.
- This means that the activity must take place within a spesifc municipality, county or region. Not at a national level.
- The organisation’s operations and activities must primarily be driven by volunteers.
- the organisation may have a few paid employees, such as a general manager or janitor, but the voluntary efforts must exceed the paid labor.
- The organisation cannot perform tasks on behalf of public sector. It must run its activities on its own initiative, based on engagement from members and volunteer work, and not as part of an agreement with the public sector.
In addition, the activity being carried out must be of a specific nature. The restrictions are mostly, but not exclusively, based on the categorisation registered in the Register of Non-Profit Organisations .
There are several limitations on participation in the Grassroots share programme. These can be found in the Grassroots regulations on Lovdata.no.
Organisations operating within one of the following categories may participate in the Grassroots share programme:

can participate in the programme, but not organisations which run hospitals, rehabilitation, nursing homes, psychiatric institutions or any kind of private health clinics.

cannot participate in the programme. Exceptions apply to residents’ associations where the activity does not benefit private financial interests.

can participate in the programme, but not organisations that make up political parties. Nonetheless, political youth organisations can participate.

cannot participate in the programme. Exceptions apply to student organisations, which nevertheless have the right to participate.

Organisations whose primary activities fall under the main category of education and research are not eligible to participate in Grassroots share programme.
An account number is required
If your organisation is going to participate in the Grassroots share programme, you must report the organisation’s account number to the Register of Non-Profit Organisations.
If the account number is incorrect, resulting in the payment from Norsk Tipping failing, your organisation will lose its right to receive accrued funds.
If the organisation does not participate in the Grassroots share programme or is not required to register an account number in the Register of Non-Profit Organisations, reporting an account number is optional.
