New acts on the Central Coordinating Register for Legal Entities and the Register of Business Enterprises from 1 January 2026

The two new laws affect, among other things, what must be registered, what documentation must be submitted and who must sign the notifications.
Roles affected by the new rules:
From 1 January 2026, it will no longer be possible to register a deputy chair in the Central Coordinating Register for Legal Entities. In the Register of Business Enterprises, a deputy chair can only be registered when it is required by law. In the period January – March 2026, we will change the role of the deputy chair to board member, for those who do not need to have a deputy chair registered.
Check the signature and power of procuration provisions
When the role of deputy chair is changed to board member, and the deputy chair has been granted signature or power of procuration, the organisation must notify the Central Coordinating Register for Legal Entities and the Register of Business Enterprises whether the provision is to be changed or deleted.

Rights in Altinn
If the deputy chair has roles or access in Altinn, these may be affected. If the right has been delegated to the person through their national ID number, they will keep it. If the right is linked to the role deputy chair in the Central Coordinating Register for Legal Entities, another role holder, such as the chair of the board, must delegate the right to the person’s national ID number if they are to keep their access.
Only organisations that do not have a natural person registered in given roles must register a contact person in the Central Coordinating Register for Legal Entities. These roles are chair, deputy chair, board member, deputy board member, general manager, business manager, participant, sole proprietor, managing shipowner or official receiver.
If the organisation has registered a contact person, but also a natural person in one of the roles mentioned above, we will remove the registered contact person in the period January to March 2026.
When the organisation has several registered contact persons
If an organisation that must have a contact person has two or more contact persons registered today, we will ensure that only one contact person remains registered.
The organisation will receive a letter from us with a deadline to provide feedback on which contact person should remain registered.
Rights in Altinn
If the contact person has roles or access in Altinn, these may be affected. If the right has been delegated to the person through their national ID number, they will keep it. If the right is linked to the role contact person in the Central Coordinating Register for Legal Entities, another role holder, such as the chair of the board, must delegate the right to the person’s national ID number if they are to keep their access.
It will no longer be possible to register observers in the Central Coordinating Register for Legal Entities and the Register of Business Enterprises. For organisations that have the role observer registered, we will remove the role between January and March 2026.
If the Central Coordinating Register for Legal Entities and the Register of Business Enterprises remove or change a role, the organisation will be notified of the change that has been made.
New role that must be registered in the Central Coordinating Register for Legal Entities
This means that organisations that are not registered in the Register of Business Enterprises must register their deputy board members with the Central Coordinating Register for Legal Entities as soon as possible after 1 January 2026.
Changes to who must sign the form
From 1 January 2026, more people will be required to provide a signed confirmation that they accept the role they are to be registered in. The confirmation can be given by signing the form in Altinn or on a paper form sent by post.
Those who must confirm that they are taking on the role are:
- all members of the board (new from 1 January 2026)
- deputy members of the board (new from 1 January 2026)
- general managers (new in the Central Coordinating Register for Legal Entities from 1 January)
- auditors
- accountants
- Norwegian representative
This applies to both organisations registered the Central Coordinating Register for Legal Entities and the Register of Business Enterprises.
For participants in general partnerships
Now all participants, both new, existing and those who are leaving, must confirm changes in the partnership. The confirmation can be given by signing the form.
No right to make a complaint
The changes we make in the organisations’ information about deputy chair, contact person and observer as a result of the new rules, are not considered individual decisions, and therefore do not give any right to make a complaint.
