Initial analysis – Digital contact information and authorisations for enterprises

Prepared by: The initial analysis was performed with participation from central agencies in administration: the Directorate of Taxes, Difi, the Brønnøysund Register Centre, the Norwegian Association of Local and Regional Authorities (KS), the Directorate of Health, NAV, the Norwegian Mapping Authority and Statistics Norway. The Brønnøysund Register Centre (BR) was responsible for implementation, in consultation with Difi.

Prepared for: SKATE

Resumé: SKATE (Managing and coordinating services in electronic administration) decided to perform three initial analyses during the first half of 2015 in order to follow up the highest prioritised and/or most complex needs identified in road map work. This initial analysis addresses the needs for handling digital contact information and authorisations for enterprises.

The Altinn strategy

Resumé: As with all other contributors to public digitalisation work, Altinn shall master the demanding contradiction of being both predictable and capable of change. A reliable element in socially critical communication and simultaneously ready to adapt to technological, political and organisational change at short notice.

It began as a collaboration between three agencies in a much simpler world. Now solutions and collaborations must relate to a wide range of actual political guidelines for the combined digitalisation of the public sector. And work together with a number of cross-sector and sector and agency initiatives and measures that will embrace future technological opportunities in different ways and in different tempos.

We have been commissioned by the Ministry of Trade and Industry and Fisheries to prepare anew long-term strategy for Altinn, in consultation with the government agencies affected and other relevant public sector bodies. The strategy shall be adapted for the many other digitalisation initiatives that are now handled in parallel for the public sector.

Potential benefits in a common concept for information management in the public sector

Resumé: As part of their social responsibility, the Brønnøysund Register Centre and the Agency for Public Management and eGovernment (Difi) have noted the need for a socio-economic analysis of various alternatives for a common concept for information management in the public sector. DNV GL, in consultation with Menon Business Economics, was given this assignment in summer 2014.

Initial analysis for information management and exchange

Resumé: The Brønnøysund Register Centre and the Agency for Public Management and eGovernment (Difi) were commissioned by SKATE (Managing and coordinating services in electronic administration) to perform an initial analysis in the field of information management and exchange.

The background to this was that in November 2014 SKATE decided on a process for initial analyses intended to give SKATE detailed basic and decision-making data in order to initiate development measures and projects relating to existing and new common components.

Final report – investigation of information management in the public sector

Resumé: The final report Initial analysis for information management and exchange was presented to SKATE (Managing and coordinating services in electronic administration) in June 2015.  SKATE concluded:

“This is a very important area that must be prioritised as high, possibly highest”

The decision on further preparation of measures has been taken and SKATE backed the proposed initial project on a new “national data directory” as a first measure in achieving better, total information management in the public sector.
